公司简介: The Global Environmental Institute (GEI) is a private non-governmental
environmental organization based in Beijing. GEI promotes institutional
reforms that encourage environmentally sustainable development. The
Energy Foundation is a private foundation based in San Francisco with
a Beijing representative office comprised of eleven Chinese staff,
whose mission is to encourage sustainable development through energy
efficiency and renewable energy policy development.
GEI and the Energy Foundation are jointly launching a new “China
Sustainable Transportation Institute” (CSTI). CSTI’s mission is to
assist China’s major cities to develop technical and policy solutions
to transportation challenges, including vehicle congestion and deteriorating
air quality. Central to the mission of CSTI is to help China’s cities
to develop Bus Rapid Transit Systems (BRT)—dedicated-lane bus systems
that move people station-to-station with subway-like efficiency but
at five percent of subway costs.
The Energy Foundation and GEI seek two responsible, energetic, and
highly professional individuals for the positions of Transportation
Engineer. The Transportation Engineers will serve as the initial managers
and technical experts for CSTI’s BRT Program. The engineers will be
housed at GEI during the first 2-3 years of operations; GEI will provide
management and logistical support, while the engineers will report
directly to the Energy Foundation’ Transportation Program Officer
on all program matters. After 2-3 years, CSTI will establish in its
own offices and will operate as a wholly independent NGO serving all
China’s cities in the development of BRT and sustainable transportation
systems.

职位要求 Responsibilities:
· Under the direction of the Energy Foundation’s Transportation Program
Officer, the Transportation Engineers will:
· Support local urban transportation experts on BRT network planning
in cities such as Beijing, Shanghai, Kunming, Chengdu, and Chongqing,
including the design of BRT corridors.
· Assist with the designing of BRT corridors in each city with the
cooperation of the Energy Foundation’s Transportation Program Officer
and international and domestic consultants supported by the Energy
Foundation.
· Execute goals and strategies of the Energy Foundation’s BRT Program
in coordination with the Program Director, Chief Representative, and
Transportation Program Officer
· develop over time independent legal status, a board of directors
and other governance
structures,and formally launch an independent China Sustainable Transportation
Institute
CSTI) in Beijing,with guidance from the Energy Foundation.
· Assist the consultants to summarize international experiences on
transportation systems, especially BRT system development.
· Participate in all the Energy Foundation’s activities in the BRT
Program with the Transportation Program Officer.
· Sponsor workshops and trainings for China’s cities, to include bringing
in international consultants as needed.
· Work in a timely manner to identify opportunities for BRT program
development in China.
· Seek and develop funding partnerships with bilateral and multi-lateral
organizations such as the World Bank, United Nations Development Program,
Asian Development Bank, etc.
· Accompany Chinese officials and others engaged in Energy Foundation
BRT projects on travel tours to the U.S. or other international “best
transportation policy practices” sites.
· Be willing to travel within China and internationally to accomplish
the tasks listed above.
Qualifications:
· Experienced in the field of transportation system development, planning
and design, and possess at least a master’s degree or equivalent in
transportation engineering.
· Strong understanding of the dynamics of urban transportation development
in China; experience dealing with technical and political issues within
the transportation sector.
· Fluency in English and Mandarin with the ability to translate and
draft documents in oth languages.
· Solid computer knowledge, including in Microsoft Word, Excel, PowerPoint,
AutoCAD, and transportation engineering software.
· Work well under pressure, both independently and as a team member,
and be a creative problem-solver.
· An ability to demonstrate at all times an energetic, “can do,” cordial,
and professional demeanor and attitude.
· An ability to be flexible, responsive, and timely.
